Study in Malaysia in 2026: universities, fees, EMGS student pass, work rules and graduate options
Last reviewed 2026-10-26. Rules, fees and processing times in this area change often. Check the official source before you act, and tell us if something looks out of date.
Malaysia offers English-medium degrees, branch campuses of UK and Australian universities, and lower costs than the UK, US or Australia. Student visa rules are run through a central agency, EMGS. Official fee and intake pages were hard to reach, so several figures below come from universities and education sites and are flagged.
Universities
QS World University Rankings 2026 (per InvestKL): Universiti Malaya 58 (the only Malaysian university in the top 100), UKM 126, UPM and USM tied at 134, UTM 153, Universiti Teknologi PETRONAS 251 (top private), Taylor's 253, UCSI 269, Sunway 410 and UUM 491. Ten Malaysian universities are in the QS top 500. Branch campuses of foreign universities, such as Monash, Nottingham and Heriot-Watt, are not ranked separately in the source we read.
Costs
- Tuition: private bachelor's programmes are roughly RM 10,000 to 60,000 or more a year, depending on the tier (a commercial source). Public university, branch-campus and postgraduate fees were not verified.
- Living costs: about INR 34,500 to 46,000 a month on a budget (a commercial source), though the same page's FAQ gives a different annual range, so treat it as indicative.
- Scholarships: tuition waivers of 20 to 50% are common at private institutions, according to that source.
Student pass process
According to Education Malaysia and EMGS:
- Your institution applies through EMGS for a Visa Approval Letter (VAL).
- If you need a visa, you collect a Single Entry Visa at a Malaysian mission using the VAL.
- On arrival you go through the student arrival counter at KLIA, then do a health screening at an EMGS-approved clinic within 7 working days.
- Your passport is endorsed and your Student Pass issued.
Fees: sources conflict. EMGS's own blog shows about USD 373 (RM 1,600) in a table and about USD 300 in the text. A University of Nottingham Malaysia fee table lists RM 3,150 (foundation and master's) or RM 3,900 (undergraduate and PhD) in processing, plus a refundable RM 2,000 deposit, and it includes medical insurance and other items. Ask your institution what it charges. Time: a VAL typically takes 4 to 6 weeks, and Nottingham says it can take longer, so start 10 to 12 weeks ahead. An eVISA option for selected countries was introduced, and we could not confirm whether it covers India.
Documents for Indian applicants (commercial source): a passport valid at least 18 months from course start, attested Class 10 and 12 certificates, an IELTS score or a medium-of-instruction certificate, the offer letter and medical reports. We found no official proof-of-funds figure.
Working while you study
Students may work up to 20 hours a week, only during semester breaks or holidays longer than seven days, with Immigration approval through the institution. Allowed sectors are limited to restaurants, petrol kiosks, mini markets and hotels. The EMGS article is from 2018 but the Nottingham Malaysia page gives the same rule.
After graduation
- Graduate Pass: 12 months, not renewable, for bachelor's graduates and above, with a Malaysian sponsor and a local health insurance policy. The official page lists India and China as case-by-case with a good-conduct letter, and it shows that listing as valid until 31 December 2026, so check for an extension.
- Employment Pass for foreign graduates: under MIDA guidelines dated 1 June 2026, graduates of Malaysian institutions (bachelor's with CGPA 3.50 or above, or a master's or PhD) hired in five manufacturing areas such as electrical and electronics, pharmaceuticals and aerospace can get a pass of up to 24 months, with a minimum salary of RM 4,000 a month. Applications opened on 16 March 2026.
- General Employment Pass categories exist, with salary thresholds that we only found in a commercial source.
Scholarships
The Malaysia International Scholarship (MOHE) is for full-time master's and PhD students, with the tuition paid and RM 1,500 a month in living allowance. Age limits are 40 and 45, and English requirements are IELTS 6.0 or equivalent. We could not confirm India is on the recipient list beyond a Commonwealth mention.
Intakes and language
Intakes are commonly early in the year, mid-year and September, which no page we read stated. Undergraduate English requirements are typically IELTS 5.5 to 6.5, and a medium-of-instruction certificate can replace the test at some universities, so get written confirmation before accepting an offer.
For Indian students
Engineering degrees fall under the Washington Accord, according to the commercial source. For MBBS, universities such as MAHSA, University of Cyberjaya and UCSI were named, but you must check National Medical Commission recognition yourself, and read our MBBS abroad guide.

Figures were gathered in October 2026 from government, university and education-site pages. Official immigration pages were often unreachable, many figures come from a single secondary source, and where sources disagreed we say so. Fees, work-hour limits and visa rules change often, so confirm everything on the official site and with your university before you apply. Visa Ray is a rule-based reference tool, not a law firm.
